If the cat tries to interact with the Sim, cancel the action, immediately. With so little to interact with, the cat can only either hop up on the counter (what we're aiming for), or interact with your Sim. Take control of the Sim, and begin a short waiting game.

Therefore, user-controlled pet actions will not work toward this achievement (i.e., you cannot tell your pet to pee on the carpet or destroy the furniture, wait for the Sim to scold the pet, and hope for the best - the pet will not learn to be "Neat" or "Undestructive" this way).
